"Why not join the Liberation Army?" she asks. Gremio looks shocked, and she almost wishes she hadn't said it. They're fugitives. Why talk of becoming traitors?
They've been staying with the rebels. The Young Master seems friendly with Viktor and Odessa. But Cleo doesn't feel her loyalties have changed. She's still protecting him -- from the Empire, now.
She doesn't think they can turn back now, not since the night Ted returned from the palace, soaked and bleeding. The Young Master helped him, accepted the True Rune Lady Windy sought. And Pahn went to the Imperial Guard.
They can't go back.
